You don't need to be campaigning to change existing laws - just to have 
political campaigning as a significant objective which AFFS does.

As I said before the amounts of money involved are not enough to make 
this a significant issue yet in my view and when it does become a bigger 
issue the solution could be as simple as hiving the political elements off 
to another org so as to remove the problem.
