Vim also is "confused".  But that isn't the right word.  Vi class
editors take the leading plus to have a very specific meaning.  Vim does
allow an '--' option which causes the rest to be interpreted as
filenames.

It is ancient behavior, but these editors still support it.  Emacs also
parses '+' options, but only if followed by a number.  Vi allows a
command there, so any text is parsed.

Don't underestimate the number of people who use vi derrivative editors.
