Sheesh, if you're thinking about changing this, at least plan to do it
the right way! Explicit tag information ought to be stored all in one
file, in {arch}. If you're using explicit tags, you ought to be
willing to use "tla move" etc., to tell arch about file and directory
movements (and adds, deletes), just as you would if you were using
OpenCM, subversion, PRCS, BitKeeper (I guess, anyway), Stellation,
Aegis, etc. Having one file per directory (presumably so that
directory moves don't need an explicit command) seems perverse to me.
