I agree that being able to play in 30 min would be a big plus,
but I think that it will be very hard to balance the settings of
the game in a way that both the options you describe are really
possible.

And if you want a 30 min like game with only military stuff, you
can go to StarCraft, there's nothing new here :-). I think the
game should be balanced so that other aspects of the game are
also mandatory to be developed. It's probably harder to learn but
much more interesting at the end.
