An apostrophe would be more intuitive.

Of course, the standard Unicode VIRAMA characters are actually not
very intuitive; their chief appeal is that Devanagari fonts are allowed
to lack ligatures and even half-forms, which makes using the same
character for both joining and for an explicit mark more appealing.
