Many of the uploaders are already known as sources, so all you need is add
them to the pool of list of clients, add them to the list(s) (per file list
could allow to implement some fairness between files, but it's just one way
to do it), and when a slot becomes free, scan the list(s) to find the best
client, remove it from its list and put it in upload_clients.

You don't even need to store any additional data about clients if you can
compute their respective "scores" (or "priority") when dequeueing.
