The test seems to run with an older version of mtn 
(C:\local\monotone/mtn.exe) , which does not reflect the head revision:

automate ancestors REV1 [REV2 [REV3 [...]]]
automate ancestry_difference NEW_REV [OLD_REV1 [OLD_REV2 [...]]]
automate attributes FILE
    ^^^^^^^^^^^^

The command automate attributes was renamed to get_attributes and 
set_attribute and drop_attribute is missing. Check

C:\local\monotone/mtn.exe --version

for version information and alternatively also

C:\local\monotone/mtn.exe automate interface_version
