But why does it only affect Octave's file dialog?

As far as I understand only KDE is affected?  

Well to reproduce the bug, a fresh Kubuntu + Samba installed and the latest
Octave does trigger it.

what desktop did you use? KDE?

The KGlobal warning seems to be a KDE/Qt bug and is unrelated to Octave, I saw
this warning now with other KDE tools as well...
The only drawback is, that since stderr und stdout appear in the Octave
terminal, you get to see the message which you normally would not...
