Here is an idea worth considering.  Adam Hull (aka fixe) has a axisSetup
tool as part of his axisgroupware project.  axisGW is targetted at ASPs.
 Maybe you could discuss with fixe, the possibility of mod'ing axissetup
to better suit the needs of your client.  Simple CLI for adding domains.

btw I was not wanting to argue, just point out the most viable and
easiest way of doing this in the longer term :)  But you know the human
situation a lot better than me :)
