That would be great !
I think a good start would be the documents in phpgwapi/doc/:
 * coding_standard.txt
 * index.html (or .txt or .lyx)
 * etiquette.txt
 * lang_files.txt

Also we could have some rules (or explaining) on decision processes / voting 
(who can vote etc...) - how to resolve disputes, general behavior (keep the eye 
on the ball).

We once had a Wiki - is it possible to bring it back to life - or dig out some 
information from it ?

English vs French: There is a lot of information in english already - it's more 
like bringing it up to speed - and organize it properly: do you think you could 
give it a try in English? 

And there is a question on format...
