I don't get this error.  My guess is that you're using an older
version of texi2html which doesn't know about @xref

I'm using texi2html version 1.66  --- try using this or later.


If you look in the CVS-WEB repository, there is a texi2html.init and a
Makefile to assist in the generation of the html docs --- it probably
needs updating because recently we split the texinfo source into
several files.  Also I wrote it before the GNU webmasters had made
other tools available.

If you haven't already done so, you should look at http://www.gnu.org/prep/maintain/html_node/Web-Pages.html for information on how to generate online manuals.
