Is it going to be solely dedicated to Emacs (with Emacs components set
as "packages" in debbugs' context), or something more global, like
every Savannah project having the option to use the same debbugs
instance?

(I ask out of curiosity, as this is going to be very useful and
convenient -- sorry I can't help with the issue at hand.)
