I finally succeded. What I did is copy over all header files from a deep low
directories (under 2.7-B19/...) into the top level one c:\Cygnus\B19\include
Then, it did not complain for Permission Denied...

Yes.
You might want to grab the new cygwinb19.dll from
ftp://go.cygnus.com/pub/ftp.cygnus.com/gnu-win32/latest/b19.1-update
and update the one in your path.
But I have installed Swarm on a Win95 box, and have not see the problem
you report.
