No, Swarm is a discrete event simulator, not a real time operating system.
Swarm simply skips over unused regions of time. 

But it sounds like the only capability you really care about is
ensuring that consistent transactions occur with RoboCup every 100ms,
or some multiple of that.  Is that right?
