I don't know what xv is, but xview is there in that
list of things you have below:

> /usr/X11R6/bin/xview

Generally, things you can run are in some directory
  /xxx/yyy/bin/
           ^^^

Alex mentioned TheGimp, which should also be available,
at the command line, or in redhat, off the program menu
under graphics.
Try 
  which gimp
to see where it is for command line use.
