I won't go into the other issues with the claims there, except to say that even that article doesn't claim GPL use is *decreasing* -- projects are not switching away from it. The strongest claim made is that the rate of increase in use by new projects has slowed. gnu-misc-discuss would be a more appropriate list for this conversation.
