Follow-up Comment #1, bug #43207 (project octave):

At first sight I suppose this is an openSuse issue; it's not Octave's fault
that it isn't added to the application menu after installation.

This also holds for when you've built Octave yourself. In that case you'll
have to fix this remaining installation detail yourself as well. The Octave
project simply cannot cater for App Menu entries for each and every (Linux)
distro.

AFAIK there's an Octave launcher file somewhere in Octave's build tree that
may be of use.

For in case you don't know, it's easy to add Octave to the KDE menu:
right click on the Application menu button in the panel, then select "Edit
applications..." (or something like that) - the rest is very straightforward.
