I don't know on which system you work, but I had no problem with the svn on debian that I installed via

apt-get -i subversion

Just use

svn checkout https://svn.sourceforge.net/svnroot/axiom/trunk
svn update
-- change something
svn commit

I have no idea why you needed "svn tags". That is basically like copying a directory. Completely irrelevant to commit the Gold patches to silver/trunk. "svn tags" is definitely not the same as "cvs tag".

Then I did an svn checkout to re-fetch the tree.
It appears that the work I did was lost even though the commit succeeded.
For example, try firefox axiom30yr.jpg
which should be a picture of a bayou. The picture is broken. Still.
Even though I explicitly copied a correct version, marked the new
version with svn tags, and had a confirmed commit.

SVN is clearly not ready for prime time.
