Yeah, but complaining about a change probably does more good (because it
often represents a real problem with the change, which should be fixed)
than complaining about complaining (which arguably does harm).

I understand your annoyance, but I think there are understandable, and
hard-to-change, reasons for such after-the-fact complaints.  Note that
they aren't always due to simple tardiness, but sometimes because the
import of a change simply wasn't apparent until it was actually done.

On the specific issue of CVS logs, I kinda agree with you that Emacs'
use of ChangeLog files makes it less of a problem than with some other
projects.

Actually my main complaints with moving files are slightly different:
moving files around screws with patches and local changes, and patches
made across a move end up being enormous..
