OK, I wrote this long reply but then I played around a bit with stuff I've read in later releases so I'll just tell you basically what I was getting at:

According to the documentation and previous releases, all multi-tree configs had to be in a directory called configs. This seemed a little silly to me. It is no longer required.

I use multiple concurrent configs quite a bit these days. One to bring
in code for X. One to bring in code for Y, and all part of a large rev
controlled structure. I've no obejction to default configs existing, but any restriction from the current flexability will impact me. I cannot do
what I do with a one config per revision approach.

Absolutely, I don't want to make things impossible. In the newer stuff, you can have as many configs as you want for your project, but I can just have the one that my project needs sitting in the top directory and all's well.
