Hmmm...something may be very wrong on my side.  I tried the new
instructions (but still using 2.53 autoconf), and got the exact same
problem...no makefile in intl/

So, I tried upgrading autoconf to 2.53a...it dies even earlier.  autoreconf
-f -v -i dies with:

P.S. I noted that you require gettext 0.10.1 in the README-cvs file; but I
upgraded to 0.11 like you noted in your first message...any chance of a
problem there?
