This is completely incomprehensible :(  I tried the same thing as you,
and it works like a charm!  Someone else tried, and it does work :(

In case you'd want to make a last try, I would suggest that you add
--debug to the two invocations of autoreconf in bootstrap.  Also,
there is (well, there will soon be) an official beta of Autoconf at
ftp://alpha.gnu.org/pub/autoconf/autoconf-2.53a.tar.gz.  That will help
making sure we run the same software.

I'm really sorry for all the troubles you face.
