The state.sdb was not intended to be off-limits for clients.  But if you give 
your clients a separate configuration file (~/.gnunet.conf vs 
/etc/gnunet.conf, say), you should be able to have them use a different 
state.sdb then what is used by gnunetd itself.  Note that gnunet-convert, 
gnunet-peer-info and gnunet-check must operate on the same configuration as 
gnunetd (they are not clients, technically speaking).

The policy is to ony ever reject spam (and ban addresses used by spammers).  I 
definitely did not ban your address.  Remember, this is a project for 
censorship resistant networking, thus extreme tolerance is the general 
guideline for filtering.  Of course, nobody wants spam, so that is the only 
mail that will be subjected to "moderation" :-)
