They are not at all from texi2html. If you look at macros.itexi, the 
definition of @warning is:
@macro warning{TEXT}
@quotation
@quotation
@cartouche
@b{Note:} \TEXT\
@end cartouche
@end quotation
@end quotation
@end macro


So, basically that's a block quote inside a block quote, containing a table 
containing the text... Can't we add another table, just for symmetry ;-) 

The only difference to the current documentation is that now the CSS adds a 
frame to each block quote (e.g. the examples), so the warnings get two 
frames, plus the table borders... 

I really think that the @warning macro should be changed to something simpler. 
A frame and indentation (which is the reason for the table and the block 
quotes) can be done much easier in the CSS, without cluttering the HTML.
