Running "xcos" does bring up the Xcos window and the palette browser.
Running "xcos /path/to/file.zcos" does the same, the file is not loaded,
just a new Untitled Xcos window as if I had not passed a file.
I have started from scratch with Ubuntu 15.10 and Scilab 5.5.2 as
installed from the repositories, this should be easily reproducible.
