Could you use the VERSION variable to do conditional
precompilation?  I don't recall this being described
anywhere, is it appropriate to use VERSION?

Is there also a global version variable that can be
used at runtime?  I see "swarm_version" in
objectbase/Arguments, is this a new feature?
