Ok, when I installed:


ftp://sourceware.cygnus.com/pub/cygwin/snapshots/cygwin1-200
00316.dll.gz

..this doesn't occur.  One way to install it is to:

 1) Get a Swarm terminal, run gunzip on it
 2) Close the terminal
 3) Get a DOS prompt
 4) Run "ren cygwin1.dll cygwin1.dll.orig"
 5) Run "ren cygwin1-20000316.dll cygwin1.dll"
 6) Restart Emacs and try the M-x compile thing again
