Maybe. What happens, if you start emacs in vanilla mode, like "emacs -Q"?

Another source of trouble could be PuTTY. Do you have some special
settings in your PuTTY session for that remote host? Could you bypass
the corresponding PuTTY session, for example by using the IP address of
the remote host instead of the name (just for test)?
