Tom -- I think you are referring to what I consistently describe as
"restriction-free" software :)

You're right of course -- the problem (in English) is primarily one of
language; but it's nevertheless a very real one if you're promoting
'free software' to your local primary school headmistress.

This list represents a very, very tiny percentage of all UK residents
who encounter the term.  We must never forget that we are a highly
specialized bunch, using an in-group highly-specialized terminology; and
that the 'norm' is what those outside the group understand, NOT what we
would like them to understand.
