libxml is no longer a dependency in trunk, two of the graphics file
format libraries (I assume you mean png, gif, and jpeg) *ought* to be
optional, but you'd be missing out on SWF playback capabilities if you
opted not to have them.

If freetype is usable on windows, do we need this bug, or the approach
described in it: https://savannah.gnu.org/bugs/?17886 ?
