Currently, gnunet-search/download will start with a low priority and increase 
as the heuristic sees fit. In the future, we will introduce options such that 
you can choose your degree of anonymity (higher anonymity will slow down the 
download) and/or the priority for performance (which may speed up a bit 
because the attempt-success ratio is presumably going up).

Note that this is post-0.5 planning.
