The composition isn't missing: it's there, but it just isn't displayed,
because a character terminal doesn't support that.  This is how display is
supposed to work on a tty: it displays the first character of a composition
and ignores the rest.

I think it's the right thing to do, including in the case of the Hebrew
display with diacriticals.  (We should provide some reasonable way to let
users edit the diacriticals on a tty as well, though.  Something like a
command which will pop a buffer where the diacriticals for the current base
character will be displayed using some ASCII art, and the user could edit
them with special commands.)
