I'm not quite following your chart, so let me try making my own and
see if it makes sense to you:


mainline                               pre
                                       patch-1
                                       patch-2
                                 ---   patch-3
patch-1    <---- tag of patch-3 ^      
patch-2 [slight changes to release]
    ^^^----- tag of mainline patch-2 --patch-4
                                       patch-5
                                 ---   patch-6
patch-2    <---- tag of patch-6 ^   
patch-3 [slight changes to release]

In other words, development starts on the pre side, where they'll
probably release several pre versions.  They'll finally "bless" one of
them and make it a release, sometimes with some minor changes.  Then
they'll make some new pre versions, using that release as the starting
point.
