I'm far from being an expert on this, but don't think it is.

Whenever I run cygwin, it seems to be a bash shell run inside cmd.exe
with cmd.exe's crappy fonts. The cygwin shell also needs 
/cygdrive/c/whatever while the mingw just needs /c/whatever. 

Finally, the Msys RXVT and bash shell do not need the cygwin DLL; they
link to mscrtl.dll instead.
