Someone has already mentioned it, but I will repeat. phpGroupware allows for multiple login domains, where each domain is its own using only the same files. Take a look at it.

But what if you want 30 groups? How many disk would that be? And isn't that way way
overkill for just a groupware app?  Your sugestion is very interesting and
definatly has its uses, but I think it's not practical here.
