What do you see in the libmisc_la_LIBADD variable in src/misc/Makefile?
If you search for argp_parse in config.log what is the context?

You probably don't have Emacs 20.4, and/or you're trying to build in the 
the srcdir.  To build the 2.0.1, use the --srcdir option (or else
get a current snapshot).
