That depends... ;-)

Did you remember to run (blosxom-update-wiki-project) after changing the
value of blosxom-publishing-directory?  I'd expect to see what you describe
if you forgot that.

You can check by looking at the emacs-wiki-publishing-directory in the result
of evaluating (assoc blosxom-project emacs-wiki-projects).  If it is still
"~/WebWiki", (blosxom-update-wiki-project) should update it.
